Capitol Hill: A partisan bill designed to punish cable TV and satellite TV providers blacked out by TV stations and cable programmers appears to have a big omission: It would not apply to YouTube TV, Hulu + Live TV or FuboTV. Rep. Pat Ryan (D-N.Y.) and Sen. Chris Murphy (D-Conn.) Friday introduced a bill that would require cable TV operators like Comcast and satellite TV providers like DirecTV to refund customers who paid for programming that became unavailable because of a breakdown in negotiations. “Tens of millions of Americans per year are victim to blackouts – with no requirement that they receive compensation,” the lawmakers said. “On behalf of fans across the country, we’re putting down a marker: Everyone will get their money back when a blackout stops them from watching TV, no questions asked.” (Continued after pay wall.)
